monitor issue

Hi all,
i have a strange issue with my acer x243h screen, every time i load a game the picture seems to buzz at times, particularly during dark scenes. It is through a VGA cable (i have tried a replacement cable) and the output is 1080p. I am starting to think its either the psu which is an i Cute 1000w psu or it could be the screen.

Edit: My graphics card is an ati 6970 and my processor is Q9450 @ 3.2

I tried both of your suggestions however i am still having this issue , I'm intrigued as to what dithering is, im going to have to do some research into that.

After reading up what dithering is it doesn't seem to be that, its more like lines across the screen than dots or pixels. It's really hard to explain, i tried to take a picture or video but it doesn't show up on them.
