monitor issue

Hi all,
i have a strange issue with my acer x243h screen, every time i load a game the picture seems to buzz at times, particularly during dark scenes. It is through a VGA cable (i have tried a replacement cable) and the output is 1080p. I am starting to think its either the psu which is an i Cute 1000w psu or it could be the screen.

Edit: My graphics card is an ati 6970 and my processor is Q9450 @ 3.2

That will be because it's a 6bit panel and is using dithering to try and emulate the proper 8 bit colours
try a pure red background (255 0 0 on RGB) and if it doesn't do anything abnormal there but does on other solid colours then you're definitely seeing the dithering, in which case you might want to replace it with an 8bit monitor (sorry i don't really know which TN panels are 8bit)

You could also try changing to 16 bit colour rather than 32 bit colour.
 
I tried both of your suggestions however i am still having this issue :(, I'm intrigued as to what dithering is, im going to have to do some research into that.
 
As suggested it is most likely temporal dithering - your monitor rapidly switching between shades to try to emulate a paticular colour in between those shades that it can't actually display. It is explained quite concisely here - http://www.lagom.nl/lcd-test/black.php.
 
After reading up what dithering is it doesn't seem to be that, its more like lines across the screen than dots or pixels. It's really hard to explain, i tried to take a picture or video but it doesn't show up on them.
