1. Is there a software way to check what the MAX res your monitor can handle?
without looking up the model online.

2. What happens if your monitor supports up to 1800x1600 and you set the GPU to display a res higher than supported? is it safe

Displaying a resolution higher than your monitor supports will result in a blank screen and a "Signal out of range" message. I'm not sure how to find out your maximum resolution, I always just look in the options windows gives me when I have "show only supported resolutions" ticked.
