Monitor signal not being sent

My brothers PC doesn't seem to be sending a signal from the graphics card VGA port to his CRT monitor. The USB ports in all of the computer don't work because the optical mouse was not lighting up so I got a USB-PS2 convertor and the mouse now lights up, but the monitor stays in the standby mode. If I take out the cable to the VGA port on the graphics card then the monitor says no signal is being recieved but once i plug it in the monitor just goes black and onto the orange light (standby). Any ideas on what the problem is? Thanks
 
Is this from initial post or when it goes into windows? If its from initial post it could be anything from PSU - Mobo - Chip - Memory - Graphics card. Try re-seating them all.

If its when it goes ito windows its a driver issue - had the same, had to put a pci graphics card in, remove all drivers (nvidia) then re - install with the AGP one in.
 
It is from initial (the screen wont come on at all).

I tried taking out the graphics card, blowing off dust, putting it back in. Did the same with the RAM and the CPU, but now it won't even power on :( Looks like ive made it worse :mad: Any ideas on how to make it power on :p
 
Hmm, when I took out the CPU heatsink the CPU was glued to the bottom of the heatsink. So when i put it back in as a whole it didnt work because obviously the CPU wasnt in properly. So now I have taken the CPU off and am putting it into the slot but how do I find out which way around to put the CPU in? Or doesn't it matter?

EDIT-One of the CPU pins has fallen out and a few of them are bent, have I completly borked the PC?
