I blame her parents for bringing up a child in countryside.

If she lived in a city she would no doubt have learned to steal a car by now which is an altogether safer mode of transport. (except the one that aren't)


On a serious note I would tell the PCSO, then if she doesn't listen to advice , fine you did your best, she dies. Next please.
 
I remember living in rural hampshire and riding trials style bikes without lights. For a dawn to dusk MOT I am not sure if you even need a brake light on a motorcycle. Mirrors are optional. A speedo is also optional. You do need a horn or warning device.

Many off road motorcycles were made ultralight by not having or needing the electric circuitry and battery for lights.

You can get a Daytime MOT from any bike MOT station. Remove any lights unless they are fully working for a daytime MOT all you need is a reflector at the back of the bike for the day / road legal tyres and a horn that's it; clearly your bike need to be road worthy i.e. no oil leaks; good brakes etc etc just book it in and get your MOT!

If you want a full MOT you will need tail light and brake light operated by both front and rear levers; front light with main beam and dip.

Just checked up on that. It's ******* retarded. Apparently you can ride a bike without lights (including brake) if not fitted, during the day. Am i the only one that thinks that's a bit stupid?

If this situation occurs the vehicle presenter should be issued with a VT32 (advisory notice) recording the above.

Exemptions
For this test if a stop lamp is fitted, it must meet the requirements of this inspection, but need not be fitted to a machine which:

a. cannot exceed 25mph, or
b. was first used before 1 January I936.or
c. was first used before 1 April 1986 and which has an engine capacity of less than 50cc.

Machines first used before 1 April 1986 must have a stop lamp that operates from at least one brake control.

Machines first used on or after 1 April 1986 must have a stop lamp that operates from both brake controls.
However, a small number of machines first used from this date were approved with the stop lamp operated by only one control. A machine should only be failed if you are certain that it was originally manufactured to operate from both controls

Not really, it was intended for off road bikes to get to the off road section. I used to have a BSA C15 250cc works trials bike and that did not have any lights nor ever had. It was road legal, mechanically sound. registered and MOT'd.

It is down to the rider to drive appropriately though and also to other road users to slow down not just when they see a light

I think it's safe to say that most people rely on the brake lights of other vehicles so much though, and even safer to say that there are too many tards on the roads. I can't imagine what it'd be like if there were a load of vehicles out there without brake lights. It sounds like it'd be a death sentence. I don't know why you'd take the risk, i'd go out of my way to fit one.

Regardless of which. It appears that OP would just have to talk to her about it, nothing can be done really in regards to reporting it officially.
 
Get it reported. Before someone is seriously hurt and you have it on your conscience. Irrespective of whether you should report it because they are putting themselves at risk, they are putting others at risk also.

Should you confront them yourself? Probably not, someone could take umbrage and lead to an undesirable result for yourself.
