More important - scanning speed or lines?

If you're buying a new HD its a bit of both, but more of a 720/1080p vs technologies question. Overall improved panels and technologies can make more of a difference on every day materials than resolution, but on some HD stuff you'll only get the best out of it with higher resolution, so it's really a mixture; there is no most important, simply different things which impact on different areas about the tv. For example, 100Hz scanning in most cases tries to give a smoother, 'less ghosty' image, but higher resolution screens up close will give more detail, and a better panel will improve detail by improving clarity if backed up with the right tech.

See what I mean? Bit like rock paper scissors. Overall, I'd say technologies are slightly more important, but once you get to £800+ you can often find 42+ " tvs that have a decent selection of technologies and 1080p like some of the new Sony and Panasonic models.

You also obviously have Pioneer as one of the best out there, but you pay a real premium for it.
