Probably a completely modular OS whereby you can add/remove bits and bobs without affecting other parts of the system, is my guess at what an advanced OS is.
Vista is apparently the most modular Windows but I'm not sure about anything else.

As touched on previously, it all depends on what defines "Advanced"
if it's raw computing power, then z/OS beats all hands down. Just make sure you have a budget of a couple million to fund the hardware for it
To me, it would be modularity. The ability to add/remove modules, even core components of the OS, without interupting all services. In this respect, Windows is firmly for the lose. ("You've just updated Adobe Flash, would you like to restart now?")
Therefore it is UNIX (and derivitives) that wins for me. I've not tried BeOS.
