Most over powered thing in a video game??

Full 100% invisibility suit in Elder Scrolls Oblivion once you have access to the arcane university and a high enough level casting.

No enemies can see you or will retaliate when you attack them.
 
Most recent example I can think of is a couple of the plasmids from Bioshock 2. Using decoy along with hypnotize seemed to ease the difficulty way beyond the normal level of weapon balance you would usually find in a game.
