motherboard reserves 1Gb Ram for system

- Max. capacity of system memory: 4GB*

*Due to the chipset limitation, the actual memory size may be less than 4GB for the reservation for system usage under Windows® XP, Windows® XP 64-bit, Windows® Vista™ and Windows® Vista™ 64-bit.

Did you try enabling 'memory remap' in the BIOS?

It may not be worded the exact same way in the BIOS - but if it's not enabled it would cause a problem similar to this regardless of OS.

What this man says.

Your BIOS reserves main memory for devices such as graphics cards etc..This is known as Memory Mapped Access or I/O (MMIO). This area is allocated at the beginning of the physical memory where it is reserved for interfaces for that device, such as drivers. This makes access quicker but reduces the amount of system memory available for Windows.

you can see the memory mapping by running devmgmt.exe

Click View > an click on memory type.

cant seem to find devmgmt , with regards to what swifty says iv read that mate is their anyway of altering that at all seems pretty stupid to me

Not really, I've looked at your motherboard manual and it doesn't seem to have a memory remap.

It's just one of those limitations of a crap motherboard I'm afraid. :(

it also says due to chipset limitations it might not all be available it says this in the manual i think its cos its running dual channel how do i knock it into single channel

also is it faster too have 2gb running in dual channel or 3gb running in single channel

3gb > 2gb in any configuration unless oyu are benchmarking the ram with a symthetic test...

Looking at the manual, it seems there's a motherboard limitation where you can't change the memory remapping. Seems you might not be able to change this after all..
