Mouse input lag/stutter

For some reason after putting the new PC together I am getting weird mouse lag that I never used to have on my old PC.

It's extremely annoying when it comes to CSGO MM, because it can totally throw my aim off on multiple occassions.

I've tried plugging the mouse into a different USB slot but I still have the input lag/stuttering in game.

I own a Razer Deathadder 2013.

I thought it may be my mouse mat, so I've ordered a new one, but I removed my mouse mat and just used the surface of my desk and still had the problem.

Anyone got any suggestions on what I can try to fix the problem, or do I need a new mouse?
 
Okay so a bit more information, I decided to record some gameplay of CSGO so you guys could see what was happening, and I also decided to open up Corsair link etc.

Whenever the mouse stutters the CPU load % would spike to 60-80%.

So... is there something wrong with my CPU, is it the mouse or something else?

Is it isolated to just CSGO or is it happening in other games, on desktop etc?

Do you have another mouse, or a friend who could pop over to test whether its happening with all mice or just the razer?

Are you using win 7/8/10, and is it the same version as your previous build?

If the CPU is spiking it's likely not really a mouse issue but your entire PC halting for a second.

I may be able to get a mate to pop round with another mice.

I'm using Windows 7 and it's the same version as my previous build I'm pretty sure.
 
What is Mouse Accelerator called under Windows? Just so I can be sure it's turned off.

And I haven't tried Mark C mouse fix.

EDIT:
After further investigation I've come to the conclusion there's nothing wrong with my mouse and it's something else.

I just went into a BOT game on CSGO, mouse stuttering still occurred, so I decided to take my hand off my mouse and just strafe side to side using my keyboard and low and behold I had stutter.

So is it possibly something wrong with the CPU or the motherboard?

Been in touch with Intel today and they're gonna get back to me tomorrow about getting a replacement CPU sent out to me, to see if the CPU is faulty or not.

I'm literally lost as to what it is.
 
It's boring, but have you watched task manager to see if it is a program you've installed which is causing your CPU to lock up?

Watched the processes while I was playing CSGO and the highest thing was CSGO itself reaching 1,180,400.

The second highest thing was Chrome.

Didn't see anything get added to the list except csgo of course.

Could it be my GPU failing?

EDIT: Yeah I've tried different ports at the front and back of the PC, still the same issue.
 
Resource monitor will give you a better view than task manager. It does sound possible that one of the processes is spinning up and consuming too much CPU. CSGO should be the highest process, but you may have another process that sneaks in and drops before you get to see it.

Have you cut down on the programs the start with windows? You mentioned it stutters whilst on desktop, is this with applications running, or all apps closed and just the OS running.

Cut down on the startup programs.

CPU cooler temps are coming back fine.

No I don't need Chrome up to play, but sometimes I have twitch/tweetdeck loaded on my second monitor.
 
I think... I've fixed it?

Earlier I decided to tighten the screw on my Corsair Water cooler - Which may have done it?

But I also just decided to close down all Razer processes in Resource Monitor along with a few other things like Corsair Link ec

Just had 2-3 games fine with no lag/stutter, although CSGO did crash once with no error message.

Only thing now is IF it is fixed, how do I contact Intel about cancelling the replacement, since DHL are meant to pick up the CPU tomorrow? I guess I could delay the pickup til Wednesday next week just to fully test it out and see if it's fixed?
