Moved cases, dead pc...

I've pretty much done the exact same thing before. It's obviously sending more current through that wire than it was intended for. I would cut the melted wire back to the controller and solder in a replacement wire.
 
Yes, think I'm going to just order a replacement four pin wire to go from fan hub to MB - after my last experience, I'm assuming these are standard.............????

Motherboard end is certainly standard.
Old 3-pin header for normal fans is long tiem standard and also 4-pin header for PWM fans is standardized.

(though how fan runs below 20% duty cycle signal is up to fan maker)

Colour coding would also tell instantly what wire with melted insulation is supposed to do, if some fashion retards hadn't pushed this everything is same black excrement cabling.
Now you have to look at connector.
But outermost wire should be either for ground, or PWM signal.
And enough current through the latter wire to melt insulation would certainly burn that PWM output.
Again ground pin of the header is likely conncted to pretty good ground on mobo and not to some sensitive components.

One day a customer called complaining that he just received his computer, but it won't turn on. When he first pushed the power button, the screen flashed and then everything died.

I couldn't do much over the phone, so I went to the customer's office. It was plugged in, everything was hooked up ok, but, sure enough, it refused to turn on. I decided to take it back and promised to deliver a new one as soon as possible. But when I went to pick it up, I couldn't.

"Oh," he said, "I thought it was just the TV part that was important. Will my warranty cover this?"
