Don't ALL the mobile phone providers provide a detailed map of their coverage. Which would be available at the time you take out your contract.
I'm also NOT aware of anything in my contract that guarantees I'll have coverage.

I appreciate that these maps may exist but many people will take out a 2 year contract with no knowledge at the time that they may move during the duration of said contract.

I live quite rurally anyway and it seems to have peaks and troughs of signal almost on a street by street basis.

People take out 5yr finance on cars too, or loans not knowing what the future may hold. But you've still entered a contract.

If you can't commit then there is always PAYG.
