I'm not sure if what I want actually exists but its worth asking anyway.

I inherrently find that MP3 ripping makes a complete hash of genre settings.

Say I had folders called Dance, Indy, R&B, etc

Is there any software out there that lets me alter the genre of all the songs in that specific folder for all the files under it?

Else, what do you use for tagging, etc.

For just general MP3 tagging like you have described Tag&Rename is a good bet, theres also a similar named program going for free with slightly less functionality.

If you want to tag random mp3s in the future and make sure all tags are right etc... with regard to their audio finger prints i STRONGLY recomment a program called music brainz and in particular the new Picard tagger, and even moreso the QT verion. Ie. google MusicBrainz Picard QT, with a bit of fifddling it will actually almost automatically tag all your music (but doesn't really halpfully allow to to edit existing tags).
 
you could do it in Windows Media Player - just view your library by folder, select one of the genre folders, ctrl+a, advanced tag editor, change the genre.
