MSI B650M-Pro Common Problem?

Hey,

Recently had a problem with the MSI B650-Pro motherboard where the Boot light and VGA light stay on as soon as the power cable is plugged in. The case fans spins but not the CPU fan.

Tried all sorts, one ram stick at a time, reset the CMOS, tried onboard graphics (Ryzen 7 8600G CPU), a different graphics card, wifi card removed, no display and the case fans just spinning.

Swapped the motherboard and the CPU fan spun as normal when powering on using the case button including the happy beep, diagnostic lights gone, all seemed ok.

Now 12 hours later it's gone back to the same. Did notice on this replacement board some of the components on the motherboard appear to be on a slight angle as if there has been a fault when the motherboard has been assembled/built in the factory.

Common issue with these boards?
 
Absolutely stumped on this one.

Second replacement board I advised the B850. After building that outside of the case with just the PSU, 1 RAM stick at a time and CPU there's no life at all. Not even when using a screwdriver to short the power on pins.

Only way I get any life is by pressing the Q-Flash button which the CPU fan then spins but all power cuts out in 2-3 seconds (The CPU is compatible without bios updates). I've tried a different power supply as well.

If remove the CPU from the B850 board I get the red CPU light (not shown on the 2 B650M Pro boards), just VGA/Boot on those boards were shown.

Waiting on a different CPU to try today.
