Even EVGA has tightened up it's warranty on second hand purchases. Though contrary to what I've seen some say on the forum, EVGA do "still" offer a warranty service on second hand purchases. You just need to provide proof of purchase from the reseller. This can be as simple as uploading a PAYPAL invoice when raising the warranty claim (and the warranty is from the date the product was shipped from EVGA and not when the original person bought the card).
