multiplayer games to play with high ping?

I'm moving to warmer climes soon (Hong Kong) but would like if possible to play multiplayer games with by buddies here. I'm not sure but think my ping will be around 300 - 400 (is it possible to check?). What games would work well? I was thinking of turn based games, something like Europa Universalis III, but i'm open to any suggestions...

The only criteria is they need to work on a low end PC (2ghz core2duo and a Sapphire HD 6450 HM 512MB GDDR3 PCI-Express Graphics Card).

That rig should run civ 5 on low settings.
Had you of said high spec system. Bf3 all the way. It favors high ping players.

There's no way in hell that BF3 will run on that machine.

@OP... you're probably looking at turn based games or something like Defcon tbh.
