No, FDR stayed in power for 12 years because the two-term limit was only introduced in the 22nd Amendment, passed 6 years after he died and 6 years after he served his fourth term

He could only serve a third term if Congress repeals the 22nd amendment, which isn't going to happen any time soon.

FYI, over 10,000 amendments have been proposed to the US Constitution since 1789, and a massive 28 have been accepted, and of those only a single one has been repealed - and that was arguably the least thought-out amendment ever, the 18th (the prohibition of alcohol). The one you posted has only reached the committee stage, the point where every single one of the other 200 amendments proposed each year dies a silent death. I'm pretty sure there are a at least a couple of attempts to repeal the 22nd amendment every Congressional session, and nothing ever happens.
