You make it sound like all of them are the same. They are not.
Yes, most will do 2.8 GHz or more. But an Opteron 146 is ONLY guaranteed to run at 2 GHz, nothing more.

Stock vcore is actually 1.35v, and all chips clock differently, you just happen to have a good one.

they dont all default to 1.35 though, do they?
anyway yes, most single cores need 1.45v+ to reach 2.9ghz. My 148 takes around that, or 1.525 to reach 3ghz
