my desktop background won't change

I had a nice picture on my desktop. Now my computer has been returned to me (a friend borrowed it for a couple of weeks whilst I was on holiday) with just a blue desktop background and it won't let me change it for a picture of my choice. Any thoughts or help would be much appreciated. I'm running Windows XP by the way.

Oh and I've tried to go via Control Panel -> display ... but I'm still left with this blue screen. When I close the machine down though the picture appears for a second or two. Help please.

Can you set the background by right clicking an image in IE and choosing set as wallpaper?

I tried a Theme change last night, but no, still a blue background.

Desktop web content isn't enabled by any chance?

I don't know what that means, but somehow the machine has rectified itself, perhaps through installing some XP updates? Thanks anyway.
