My friend has been lazy with council tax

Tell him to pay it and stop being a sponging, tax-dodger blaggard expecting everyone else to pay his way.

As for faking it, how's that going to help? The council will have contacted the property owner regarding non-payment...
 
Depends how much you want a reference from your landlord that is of any worth. If you do move flats you are going to want to part of reasonable terms. Do you risk losing a deposit? All of these are quite beside the point that, whilst it may be quite a bind, you should be paying your council tax like the rest of us good people.
 
Pay it, no other option really, else it will sneak up and bite his arse when he least needs to lose the money.

If he has any of your details these will simply get passed to the Council who will ultimately track you down (it's happened before to me and a number of other people I know). Then you'll have to arrange something with the Council to pay it back (if they're in a nice mood) or it'll get passed to internal/external bailiffs.

Believe me, you don't want to let it get to that stage!
 
Tell them that you thought it was included in your rent. and then offer to pay it back over the next 12 months.
I got into trouble with them a few years ago and the stress just aint worth it.

It went as far as I should pack a bag before i went to court

I have since paid a year up front then save for the next years payments so i can again pay them up front.
 
the council are....poor is probably worst word i can use without being banned, they took months calculating my council tax and then made me pay the year in 3 installments. they get really ***** if you don't pay but its ok for them to take payment for a student who couldnt prove they were a student and then delete the account and not pay it back when she provided proof.

Sounds about right, my house was given a provisional banding of Band A, we got the bill, went and paid the first installment etc.

It then got given an E banding and we got a whacking great bill for ~£380 due next month. Quite why they couldn't stagger it over the 'non-payment' months of March and April I don't know. Fortunately I knew it wouldn't get left as an A so made allowances and we can afford to make that payment but for some people, being asked to find an extra £250 or whatever with a couple of weeks notice is a bit much to ask.

To the OP, I'd tell your friend that faking a council tax bill is probably a very bad idea.
