My Panels aren't loading forone of my users on xUbuntu Lucid

Suspect they have messed with their session (XFCE uses saved sessions rather than a list of startup apps).

There's a session editor like tool in the control panel like tool. Or you could manually launch the XFCE panel then log out and in again.
