So it should be fine to use that Sapphire Tri-X bios on my OcUK VTX 290 unlocked to 290x right? Just want to make sure before I go flash.

Yes, did you try the one I linked too as it improves memory OC too, give them both a try and report back.

to anyone's concern the r9290x dc2 needs replacing of the thermal pad under the vrm aluminum cooler.
the one which comes from asus is nowhere near to a decent thermal pad.
i had artifacts and crashes with it and it is licking some kind of oil on the vrms.
after replacing it everything is ok.

I take it you can't use it on a VTX 290 reference board with Elpida memory?
Also for some reason Asus chose not to cool those vrm2 (responsible for vram volts supply), which introduces some crazy temps (126c seen in vrzone review). So does Your temp findings echo with those numbers from Vrzone?
And overall DCU2 seems missing some decent cooling mojo thus deffo needs h2o block, plus Hynix vram wouldn't hurt for sure.
do you think that those vrms should be cooled with some kind of heatsinks?
