Right, I've just been woken up by someone calling my mobile. Its not a number I know, and looking at it, I'm pretty sure its international. And its the second time I've been called by them. The number is:

When I answer it, there is something on the other end, but its all garbled, I can't make anything out.
Now, I haven't called back, assuming that it'll be some strange scam and would drain my phone of credit in seconds. But is there a way I can trace the number? Or even figure out the country it is coming from?
Also, I couldn't be charged for answering it, could I?
