Need clarification about the No Waiting sign

OK, I get the second sign - you can't stop at all there.

But the first one is a bit confusing - no waiting to me means that you can't stop for more than 1 minute, that is you can leave or pick up someone for a very brief period of time, but you can't wait for him. Then a friend of mine insists that you can wait for somebody there as long as you don't leave the vehicle.

So how do you people interpret the No Waiting sign?
 
well I don't know about waiting for people but I know* you can leave the car if you are loading or unloading and the item can't reasonably be carried by two people from the nearest legal parking space

If its for the theory test don't you just need to know what the sign means ie No waiting rather than the ins and outs of how long you can wait. Been a long time since I did mine but they weren't that in depth when I did it. Piccy, multiple choice, no need for long explanations on what they mean.
The sign means No Waiting so really no need for interpretation when the name of it explains what it means.

Yeah , but maybe he , you know, wants to learn the rules of the road and become a better driver rather than just doing the minimum to get a licence.
 
Lol,but what rule of the road do you need to learn when a sign says No waiting??? Its like asking what should I do when I see a duck crossing sign , does it mean I have to get out and feed them.

Yes because a lack of understanding a no waiting sign will make you a terrible driver.

So basically the answer to that question is No waiting, that was my point. Wasnt having a go at you , but some times over complicating the sign will cause you more trouble than good, especially being a new driver etc. First time I got into a car on my own after passing my test I had totally forgotten how to drive at all let alone know what the signs meant :)

The sign simply indicates No Waiting.

However the sign does not create a waiting restriction. The waiting restriction must be created by a legally enacted Traffic Regulation Order (TRO). This TRO may contain various exemptions from the waiting restriction such as for loading/unloading, boarding/alighting of passengers, police vehicles, etc. It must also in most circumstances contain an exemtion for Disabled Blue Badge holders in accordance with The Local Authorities' Traffic Orders (Exemptions for Disabled Persons) (England) Regulations 2000, Reg 8.

If there is no legally enacted TRO then there is no waiting restriction regardless of the signage in place.
