Need help identifying a song!

Hey guys, so this is annoying me now. I hear Brothers in Arms by Dire Straits recently and I made me think of another song which is very similar but I can't remember what it is.

It's similar in that the guitar sounds similar and is fairly sparse at the start of the song.

I can't remember any lyrics except 'when the wind blows' or something along those lines.

I think its in a film if that helps, part of the soundtracks.

And the singer has a gravel-y voice, not as much as Tom Waits

but still pretty rough.

I can see where your coming from
