I can't, for the life of me, remember what this movie is called, I watched it a couple of times when I was younger and haven't seen it for ages

All I remember is that there's a man and a woman in a car... Driving through mountains and they guy likes to say dick a lot.

I think it's a 90s comedy film, or very early 00s

Nah, that's not it. iirc the main guy is a cop and is taking a fugitive across country where they run into some shenanigans. May or may not be true
