need help on upgrading gpu,cpu,mobo

my current setup:

asus sabertooth z170 S
i7 6700k
noctua NH D9L
gigabyte Gtx 1070 (literally just sold it though for funds to upgrade)
acer predator 24.5 inch 1080p 240hz monitor

Im looking to get solid 120fps+ in every game at 1080p, including games like pubg, witcher 3, assassins creed origins, and fortnite(which i can already do with this setup)

problem is that my processor is defective so i will need a new one, resulting probably in a new mobo too.
my budget is £1.2k and i would preferably like to buy the parts second hand, so i need a gpu, cpu, mobo.
i hopefully want to get as high fps as possibly obviously, but i dont want to pay an extra £100 for 5-10fps, so it might be far under budget if theres little difference between that and the higher model.
I would like to use my noctua cooler but im not to sure if its possible with the new sockets and all.
My main concern is whether i should wait till the 11 or 20 series? I kind of want the parts now but i wont be using the rig a lot till 16th june and after (exams finish on 15th). is it worth waiting for the 11 series and will the 1180 be more expensive than the 1080 ti / 1080 on release date? im hoping its quite low due to the bitcoin crash

how do you know it's defective?
if it is, and you bought a boxed processor, warranty is 3 years
and intel warranty is pretty good, so getting a replacement should not be a problem

was an oem bought in august 2016
ive been through multiple gpus and monitor and multiple reinstalls yet in many games i get constant stuttering, it just skips frames all the time and ive had it for a while now, i still get high fps but it looks awful when its jumping frames all the time. ive never found out whats going wrong but i can only assume its the cpu/mobo
 
what games causes these issues?
how much ram?
are your installs on HDD or SSD?
is page file on SSD?
Witcher 3, assassins creed origins, pubg, rust, escape from tarkov, occasionally csgo, there are a couple games like shadow of War and fortnite where there's no issue at all. My desktop also stutters frequently, if I drag a tab around if often jumps frames and is very jittery

have you done the usual?
memtest -> prime95 -> furmark/kombustor

would be a shame to waste money without getting to the root of the problem first...

I did prime 95 assuming that's the one with the fire and it came back as fine, can try the others tomorrow though. And yea I agree, I guess it's just my instinct to buy a new one as I'm fed up of dealing with it for almost 2 years now
 
oh, intel burn test...similar to prime95 then.
also i'm assuming you have your bios settings all at default/reset.
try running memtest. cpu failures are rare (not that it can't happen), but i wouldn't be so quick to blame that in the first instance
if it happens on the desktop as well, as you say, have you tried using the integrated graphics on the cpu to see if you can replicate the problem?

do you mean trying running games with the integrated graphics? if so, i cant run any game high enough fps to even tell stuttering.
 
odd. i can't really explain without physically looking at the computer and seeing the settings.
at no load, this shouldn't happen unless there's something really wrong with the setup/power settings
just another thought, is the computer connected to the monitor via HDMI or DP?
if HDMI, try swapping to DP
