Need help, PC sometimes doesn't start

Greetings chaps,

My computer doesn't start sometimes. I turn off the PSU and then turn it back on. I press the power button 3-5 times and then it suddenly starts. The PC works fine when it is on, and looks normal.

When I go to turn it back on in the morning, the light on the motherboard goes on like normal (I have to peer through my case fan to see it, so I assume that the PSU is delivering power to it) and I press the power button, nothing happens. I press the power button a few more times, and then it suddenly turns on. Works fine.

I'm scared to turn my PC off for it might not turn on again :S :(

What could the problem be?

I have a Cooler Master HAF 912 RC-912-KKN1 Mid Tower Case
ASUS-P7P55-M motherboard
Intel i7 870 CPU
8gb RAM
GTX 660 GPU
 
The PSU fan normally turns on when the start button is pressed,

if that doesn't happen pull it out and disconnect all the cables,
Plug the mains cable back in and switch it on at the rear,
Short the thin green wire to a black wire with a paper lip

If the PSU fan still doesn't start up reliably then you have a dodgy PSU.

At the moment I don't want to switch the computer off, for fear it may not turn on again. But the LED light on the motherboard does go on when the PSU is switched on. Therefore the power is getting to the computer?

Could it be a faulty power button?
 
Same thing today. Turned on the PSU and pressed the power button. Nothing.

Turned the PSU on and and off, pressed the power button several times and then it finally started. I didn't see any light or fans moving in the PSU. Although I have never noticed those things before so I don't know if it's behaving normally.

How can I test, the power button and PSU separately so I know which is the problem?

Right so this morning I got up and turned on the PSU

It made a ticking noise, kind of like static electricity. I looked through the fan and the LED light on the motherboard was going in and out. I pressed the power button a few times and it started.

So definitely a PSU issue?
