Theres no point in trying to get the system to work without the 4-pin power cable plugged in...Cause it simply will not work...Yes it'll turn on perhaps, but it wouldn't work as far as I'm aware.
Do you have any other power supply's at hand? Or friends that have spare ones perhaps? Cause it could literally be the psu not giving the system enough juice to power the thing up.
While your there, you may as well check the 4-pin cable for cut's or anything...You never know
I would really suggest taking everything out of the case, and just have the motherboard / cpu / 1 stick of ram / graphics card, placed on the motherboard box with the anti-static bag underneath them...And powering it up from there.
