Main thing that comes to mind is earthing, i.e. the downstairs pc is earthed differently or something or affecting the router like that. It could also be that the routers overheating (the weather is going to help with that ).

yeah, maybe he's got some earthing issue, but as its only a CAT5(e?) cable its got no earth line, but I'd want to have them plugged into the same socket (four way splitter) just to be sure it wasn't that.
hi guys cheers for the help but it seems to have now resolved it's self!
Right I already had the latest firmware the devices are Belkin USB2 802.11B dongles.
What I did was leave the cat cable in downstairs then disabled that connection. Then I rebooted everything and it worked... Don't ask me why or how but it did so i'm happy
