Need some help PC will not start

Hi guys need some help, my PC will not start, when ever I push the power button the Graphics Card fan comes on at full speed, (its an ati one and all 4 red lights are on if thats helps)

When I tried to put in one of my older Graphics Card the power wouldnt come on at all.

Could this be a power supply issue or does it sound like I need a new mother board and CPU :(
 
Have you connected any power cables that your graphics card needs and checked they're securely fitted?

Also check the motherboard power cables are securely fitted (20/24 pin and 4/8 pin).
 
Thanks for the reply, turned it off when I went to bed and when I turned it on the next morning it wouldnt boot. :(

But I have checked all the cables and none are lose and it still isnt booting.
 
If your PSU has spare power cables for the graphics card try fitting those.

If it's modular try using different connections for the power cables if it has any spare.

AMD cards usually just sit there with the fan going full whack if there's a power problem.

The red LEDs are usually also a sign of a the card has a problem.

Do you have onboard graphics you can try?

Thanks for the reply, nope no onboard graphics to try and the only 2 power connections that fit the card are in the card.

Like I said I tried it with an older nvida card Ive got and it turned on for a sec and thats it, might be worth me borrowing a psu from a friend and giving it a try.
