I'd do nothing, and slowly go mad due the noise disturbance to the point of wanting to kill oneself, at which point I would vent my anger on an internet forum on which exists individual's who jest and form sarcastic opinions.

I would then call the council.

Just a thought, and I know that I'm going out on a limb here, suggesting something amazing that has probably never been tried or even suggested, and is a completely radical and unheard of solution...

But personally I'd call the council.

Hm, this is definitely a difficult one. Struggling to think of an idea here. Best bet I reckon would be to try and call the council....
