I think I know what your problem is. It's hinted at by when you said the cpu fan was going full blast. Is your gpu fan also doing this?

The process your pc goes through when you turn it on:

power supply turns on and starts supplying power to everything

power supply self tests its voltages to make sure everything is stable before telling your pc it's okay to boot

pwr_ok signal sent from psu to motherboard and boot starts (POST screen appears and the bios starts to control things like cpu fan speed)

When my PSU died I got all the fans spinning up 100% (safe default before drivers kick in to monitor temps) and no display. I also didn't have a speaker on my mobo so when I installed one I didn't know if it was broken or if I wasn't getting post beeps.

What was happening was that my PSU was turning on and powering everything (all fans at 100%), but wasn't sending the pwr_ok signal to tell my mobo it was time to boot. The easiest way to test this is to use a multimeter to test the voltage of the grey pwr-ok pin on the 24 pin ATX plug going into your mobo, or if you don't have one, try a different power supply from another pc.

Actually, after I took out my GPU it turned out that it is the GPU's fan that goes full blast. So does this mean anything? It used to go full blast at the start up, but soon after it would go to the normal speed.
Also GPU sofware was showing 60-70 degrees lately, but I was told that this is normal for GPU.
 
have you tried another monitor? or another pci slot for the card

another slot also doesn't work.

What is weird is that now when booting the PC it starts, works for few seconds, then then it stops for few seconds and then again it starts and keeps on making working noise until I turn it off. No image on the screen =(
