That's just a very thin log cabin.

The bits sticking out are the logs that interlock like Lego.

It's small too but the logs themselves are very thin and therefore wouldn't be that great at heat retention.

You ideally want 70mm thick or 95mm thick logs. They look like 28mm thick which is pointless if being used for anything other than storage which would likley be the case given its size.
 
If you think he is doing something illegal/without planning permission then dob him in.

Re your garage complaint, 50cm is quite a lot to be fair to your neighbour (to deviate from planning).

As the OP said the garage was already on the side of his property not shared with the dbag neighbour, so 50cm still wasnt going to affect his neighbour in anyway! A totally unrequired challenge from the neighbour.

Without knowing the exact plans, it is difficult to tell. 50cm, even if still on the OPs property could still make a significant difference to certain things
 
update to the story by OP...
so I contacted Air-BNB and the short of it is that, the letting is advertised as a "lodge" (glorified shed) which is standalone and separate from the main residence. Given adequate distancing precautions it can be let out during Lockdown. This is of course dependent on the guests being able to justify being in the area and needing to use overnight accommodation.
I also contacted the planning authority - who have not yet responded to my email, but I think I will speak to them just to get this sorted.
Just to clarify, yes there are 2 sides to every story and ultimately I don't care if he gets retrospective approval for his annexe - but given the trouble he's caused us in the past at the very least he should do things by the book.
 
I suspect as air bnb will take a cut of his profits, that's why they're not bothered.

Neighbour disputes are best avoided, when the form when you sell has the box, [do you know of any disputes with your neighbours?] and you have to explain everything and go into detail maybe involving insurance, retrospective permissions or lengthy legal agreements you'll regret bickering over a slightly wonky fence line.

I was going on if it wasn't, I'm not that up on what the rules are regarding rentals.
