Neighbour making a racket.

Ok so basically, a new fella has moved in with the next door neighbour and brought along his 2 dogs (both retired, the couple not the dogs). Now she clearly doesnt allow these dogs in the house and he built a large dog shed for them to live in pretty cruel IMO but nevertheless so to the point, on a night they sometimes growl and scratch no biggie i can get over that BUT every morning between 6:30am and 7:30am the man goes out, cleans the dog poo by hosing it down, brushing the back yard, and then he feeds them outside with a scooper in a large bag of biscuits and puts the biscuits in metal bowls. Every morning he wakes me up doing this routine. Is doing this at that time acceptable or not? last week i hung me head out of the window and told him, he said sorry but still continues to do it. Whats next council complaint? and what would they do, is the problem a big enough deal for action to be made?

TL;DR new guy moves in next door with dogs, every morning cleans poo up and feeding the dogs outside making vast amounts of noise around 6:30am - 7:30am
 
I would have another word with him, this time face to face. Ask politely but if he continues I suppose you could write to the council, I have no idea how quickly they will deal with the situation though.
 
Don't think there's much you can do. As annoying as it is at least you don't have the dogs barking all day and all night!

As with all these things the best advice is to pop over and have a word man to man

In my experience (noisy neighbour playing extremely loud music at all hours) the council won't give a damn about a bit of noise and are unlikely to do anything. Environmental health probably won't care either.

I would have another word with him, this time face to face. Ask politely but if he continues I suppose you could write to the council, I have no idea how quickly they will deal with the situation though.

As above they won't care and won't help or do anything if they are anything like my council!
 
I'd say you're lucky to have a neighbour like that. Thank your lucky stars you don't have chav neighbours going to bed at 4am in the morning.
 
On a more serious note, 6:30 isn't stupidly early & from the sounds of it he isn't doing anything extreme.

Have you tried closing your windows or getting ear plugs?.

This. Unless he's hosing the garden down using a water cannon from a riot truck, I can't really see the problem? It could be a lot worse.
 
TBH I reckon you'll get used to it, bloke next door but 1 to me goes into his alarmed shed gets his bike out and starts it up at about 6am on a week day. After a few weeks of us moving in we got used to it and I haven't heard him since, unless I was already awake.

Sorry but IMO your neighbor isn't being unreasonable.
 
He's not being unreasonable, you'll get used to it. Also having dogs live outside isn't cruel, it's what they're designed for.
