If you are caught lying to the police about this sort of thing you will get in a lot of trouble. It's posts like yours that answer the question "why do people ask for advice on these forums for the simplest of things". Some people just have no common sense.

Write him a letter? Be as pleasant as you can, explain the things that you're suffering without complaint and put it through his door when he'll hopefully read it while you're out, so that he won't be able to do anything until much later when he's calmed down.

It might not work of course, but it'll either make him more forgiving or bring things to a close...

Getting the police involved or the council or the landlord I don't think will do any good until he's evicted, and there's no guarantee that would happen.
