I wonder how long it will be before we get desktop PCs sold by retailers like OCUK that have this kind of power.

Imagine the kinds of games that would need that kind of operating power to run...

A computer like that should have either an OS that no one without a computer degree can use or an OS that only works on that brands computer!

It's the first commercially available quantum computer.

Didn't say it was new.

Quantum computing is going to take a while to properly come about. My understanding is that a lot of programming concepts that are common place today just won't be applicable on these machines (totally different way of carrying out computations) so expect many frustrated nerds that need to approach problems in a totally different manner. Interestingly though, academics have already finishing the designs of many algorithms that exist today to work on these machines (for example there's AI graph-searching algorithms that show insane potential). It's going to be interesting to see where this will take us.
