Would this HDD - http://www.overclockers.co.uk/showproduct.php?prodid=HD-088-SA or a Samsung SpinPoint MT2 HM100UI - Hard drive - 1 TB - internal - 2.5" - SATA-300 - 5400 rpm - buffer: 8 MB HDD

fit and work in an Acer Aspire One D255 netbook if I replaced the original 250GB HDD?

Netbooks/notebooks 99% of the time use 2.5" drives, so yes. they both should work.

If I do this how would I install Windows 7 Starter? Or could I use Windows 7 Ultimate edition?

The samsung HM100UI 1TB drive won't fit as it's 12.5mm thick, your netbook will only support 9.5mm thick drives.
