Hi guys is it possible to make a partition on a new drive after the OS has been installed or can it only be done before the OS is installed?

It's usually better to do it before, but several programs can alter partitions of drives with OSs on. Partition wizard can do it. Since it is a new drive, I guess you don't have critical data on it yet, as I think resizing whilst there is an OS on there has a very small chance of data loss.

You can do it in Windows disk management. Right -click the drive and shrink the volume. then you can create a new partition in the free space.
