2205 is pretty good if you haven't played it, Basically 2070 on roids.

You need to upgrade to the next corpo level as far as I remember then it lets you build diamond mines.

EDIT

Scratch that, you need 10,000 population in the temperate climate region then it unlocks, Can be placed on any mountain site.
