I'm 6"3 with a 36inch leg and looking at 21inch mtb frames or around 58-62cm road bikes
Don't forget most bikes only go upto 21-23inchs max theres no way someone 5ft5 needs a 20inch frame

£200 budget, you can get half decent bikes second hand. Keep an eye everyday on Gumtree, eBay and the likes locally. Pick up and all is cheapest. For the money, I managed to find a beautiful steel road bike. Yes it's downtube shifter but it's a start for my missus.
She's loving it and all in, the bike cost me £90 picked up. At £200, you can budget in a 700c wheelset - lighter and more options, provided there's right clearance for the brakes and the components can transfer over (cassette and if like most "retro", it'll have a side freewheel)
