some onboard bluetooth solutions are terrible, and bluetooth itself isnt that strong, may be easier just to get a cheapo bluetooth dongle or this bundle tbh

So I got this bundle but it doesn't seem to want to pair with my pc, the furthest I've got is this but normal default passcodes haven't worked.
Don't you set a password yourself on Bluetooth and enter the same password on any device you want to connect? works that way on my phone. So plug in your Bluetooth and set a password, say 1234 as an example and then in that box you posted type 1234 and the 2 should connect.

Surely if I hadn't set a password it wouldn't ask for one though? Can you even set a password for a bluetooth dongle?

It's usually 1234 or 0000

Yep tried those codes then stopped as I couldn't be bothered going through a thousand different codes.
