New Budget PC- what do you think and is it compatable?

I am building a budget PC for a friend, I am using SCAN because they offer 29 day installation insurance. My friend will be running games like COD5 on it. Will he be able to play it maxed out, and about what FPS. How will it perform in everyday tasks and is it compatible? Also, any ideas on cutting the cost?
