New build 3090 really slow

Have you got your refresh locked in windows?
Display Settings > Advanced Display Settings > Refresh Rate
Nvidia Control Panel > Manage 3D Settings > Max Frame Rate > Off
 
So I've been looking at a bunch of the rx 6900 xt reviews, all of which compare it to the 3090 and I noticed something interesting. Several people talked about getting worse performance at 1080p with both cards than they did at higher resolution. One person guessed that it was a case of the cards were being bottlenecked to the point that they were downclocking themselves. I wonder if something similar is happening here. Hopefully its the kind of thing that drivers and tweaked settings can fix :( but definitely kind of sucks
