New build 3090 really slow

Have you got your refresh locked in windows?
Display Settings > Advanced Display Settings > Refresh Rate
Nvidia Control Panel > Manage 3D Settings > Max Frame Rate > Off

So I've been looking at a bunch of the rx 6900 xt reviews, all of which compare it to the 3090 and I noticed something interesting. Several people talked about getting worse performance at 1080p with both cards than they did at higher resolution. One person guessed that it was a case of the cards were being bottlenecked to the point that they were downclocking themselves. I wonder if something similar is happening here. Hopefully its the kind of thing that drivers and tweaked settings can fix but definitely kind of sucks

if you have rivatuner and msi afterburner enabled, turn off the sync in setup, if you have it running
