Sorry i'm late to the party, new here - I had this EXACT issue with the same motherboard on a friends build, and I figured it out myself without unbuilding the PC.
Basically the MSI boards after a bios update have some wierd ass glitch with ACPI and if you unplug ALL peripherals/USB sticks etc, and boot just once to windows, then plug them all back in and reboot again the problem sorts itself
