Does your bios have the following:

MCH Voltage
FSB Voltage

If so try these settings with one stick of ram:

Take out the power and unplug your monitor, take out the boards battery, 10 mins or so then reset the cmos and put your battery back in.

When you say the fans spin and then stop this is some safety measure i read somewhere regarding overclocking and is normal.

Set the MCH Voltage to +0.1v
Set the FSB Voltage to +0.1v

Also set the ram voltages to +0.3v maybe +0.4v

You may have to do ctrl+F1 to access these settings, thats if your board has them.
Then try with 2 sticks.

I have a gigabyte board, not the same as yours but had similar probs, it now works fine after changing the above.
Make sure that when you put 2 sticks in you do as follows, 1gig in each of slots 2 and 4 or 1gig in each of slots 1 and 3.
