new build does nothing, tried swapping psu

Hardware:

Corsair AX860i psu
i7 3770k 1155 chipset processor
MSI M power motherboard z77

I have just these 3 plugged in at the moment and connected to a case (no need for anything else yet), the pc won't start no fans spin up or anything. My psu is providing power to the motherboard as the on switch is illuminated inside there are NO debug codes showing on the board either

I have connected the 20+4 cable
I have connected the 4+4 cable to the CPU making sure the end plugged in states CPU

When I press the on button my psu clicks as to try to start but then nothing happens...

the same also happens when i tried a brand new psu from the box

How about the CPU cooler? Is its fan spinning or not?

Build it outside the case and see what happens, to eliminate the possibility of it being the case shorting it.
 
did it come with any brass standoffs? use those and sit the board on it,if it just screws to the case (some cases have the bumps/standoffs built in)

try to see where its catching on the case and put some electrical tape there
