This isnt for gaming, mostly Day to day stuff, and 4k Video playback
I will NOT be interested in overclocking etc.
I already have a good Monitor, KB/M, Soundacard, HDD's etc.
Only thing is I am running Win10 via the free update, im assuming thats only for the configuration I have now and will need a actual paid for version with a new set up?

Well, you surely don't need a liquid cooler for this budget configuration. The heat coming from the processor won't make the fans go crazy.
Look, my offer for you is this:
your case of choice, a good 8-thread processor with VEGA graphics, 2 x 4GB DDR4 memory, SSD + HDD:

Photoshop stuff some illustrator and Indeisgn. and not YouTube 4K, full 4K HRD etc, already checked about the graphics card that would work for this.

Many thanks for this, however I dont see the built in graphic's dealing with 4K and HDR.
Also would be using my current power supply, HDDS etc.

The Ryzen APUs are pretty powerful (almost as powerful as the 1030).

From a different forum:
Ok for the benefit of anyone else who wants to know I went ahead with this build.
I used an Asrock AB350 mini itx/AC motherboard, Ryzen 2400g 8gig ddr4 and a 250gb Samsung Evo m.2 hard drive all housed in the lovely Inwin Chopin case.
I can confirm that the hdr toggle shows in Windows 10 as long as your updated to at least the first Spring Creators Update (another is due any day) and it has played 95% of my locally stored 4k hdr 10 bit movie files, the few it hasn't played I'm sure is a software issue not a power issue.
Also full Atmos and Dtx and all other sound formats are passed correctly to my receiver.
So I'm a happy camper, apparently Amd have announced a play ready driver for early first quarter so hopefully that will up the streaming from paid apps capabilities, if these chips could do 4k, 4k hdr, and Dolby Vision streaming they would be htpc perfection.

That would be quality if true, everything I seem to have read and viewed was that the CPU had to off load to a GPU that could decode HEVC etc.
I suppose the easy way to find is to buy with out a card and see how it goes.

From a review:

The Ryzen 5 2400G has 11 Compute Units for a total of 704 cores running at up to 1,250MHz, while the Ryzen 3 2200G drops to eight CUs (512 cores) running at up to 1,100MHz. Both parts have 16 ROPs and the same front-end as the Radeon RX Vega 64 with two Hardware Schedulers and four Asynchronous Compute Engines. As ever, there is no dedicated onboard GPU memory; instead, the GPU must share DDR4 system memory with the CPU. On that note, the two new APUs have official support for 2,933MHz memory, which is higher than any other consumer processor.

The Vega architecture brings with it modern features with regards to display capabilities including FreeSync, multiple display outputs, and support for streaming 4K HDR content thanks to HDCP 1.4/2.2 support. You also get H.264 and H.265 (HEVC) encode and decode capabilities.
