New Build Issue

I bought the bits to build my comp from here end of January, an it was fine.

3700x
x570 Asus TUF Plus
16gb of Patriot 3600Mhz ram
1tb NVME HDD
Zotac Gaming 2080
Auros 1440p monitor


After a couple of months Ive noticed Stuttering when it happens my whole comp slows etc and sound goes choppy, Ive updated drivers etc from both ASUS and Nvidia but it still happens every so often.

Not being a total noob I checked

Drivers
BIOS = Ram wasnt showing 3600 mhz so used the AMD DODCP or what ever its called to change this to the right speed still issues

One thing I have noticed during stress testing with real bench with CPUZ and Hardware Monitor open is my CPU doesnt seem to go about 4ghz when it should boost to 4.4ghz (See below pics) updated BIOS to latest and still same issue.

I Aslo checked crystal disk info and all looked well there
 
Have you checked if Event viewer and Reliability history show anything around time of those hiccups?

Bundled cooler isn't really good for eight core under full load and could well limit clocks under full all core load.
 
Updated the driver and BIOS, didnt think about the cooler as on stress test it didnt go above 75 but its something to consider. never had this issue with intel lol
 
This is still going on and very frustrating for a new build, So tested memory with mem test for 8 hours no errors, Ran Real bench for 1 hr no issues, and ran cinebench no issues there Re installed BIOS and then shorted the pins to make sure it was completely rest. Only thinkg i cant stress test is the NVME HDD it will work fine for hours then just stutter. another thing thats developed is sometimes when I start the comp it will be all slow and sluggish if i click restart it will go into an infinte loop restart screen, it must be turned off then on again.

Any help would be greatly appreciated hate spending a good chuck on a comp for it to cause this many issues
 
full system spec's inc psu and which build of windows 10 (v1503-v1909) are you on?

regarding the stuttering does it happen in every game you run or randomly with in windows too?
 
As previously mentioned to check event viewer I did a custome view of only information and crit events a lot of 10016 I tryed the reg edit fix but it keeps saying I dont have permission even tho im the Admin user

It happens in windows also my psu is a new corsair rm 750 bought with the other components

did you fresh install windows or use a version from a old pc that was upgraded, the build version of windows 10 is it 18363.778 or as above 18363?, latest version is 1909
psu is totally fine so no issue there :)
 
I did a fresh install downloaded the windows creation media and bought a key from a well known retailer for £4 quid lol running the 1909 update now it was an optional upgrade.
 
ah right no problem, regarding windows and its versions it's always best to stay one behind the latest to avoid the ball ache when things go wrong, but after all the issues with 1909 were corrected its now the build you want to be on especially for 3rd gen ryzen :)

(better optimization and usage of the cpu for one)

I have checked update history and its hows its shows cumalitive update for windows 1909 gone in ok strange.


Edit just did winver in search bar and it shows im on 1909
 
restart maybe to apply it?

most likely get a windows update in progress screen during restart, when it boots again it will go back to this screen for a minute or two and hey presto you should be back into windows
 
well, after you get back into windows make sure to update all necessary drives to be sure, hopefully it should sort it fingers crossed

EDIT one thing i didn't ask, have you set docp in the bios and manually set the infinity fabric clock?

you have 3600mhz ddr4 memory so you infinity fabric clock should be set to 1800mhz look for a setting in the bios called (fclk) when found set to 1800mhz and exit, you'll get the best performance between the cpu and the ram now (1:1 ratio)

yes I did set DOCP and the fabric to 1800 as the bios its self said best stability would be around 1800.... also I managed to get the registry keys permissin issue sorted.

how's the pc now, any strange stutter's or boot loops?, also how's the boost of your cpu more than 4ghz hpefully
