New build power problem

Parts arrived today (see below) and I've been building it since I got back from work. Everything's in, wired up but, when i've gone for the first power-up, the PSU and case fan judder for a split second but don't spin up. None of the drives are spinning up either.

Have checked the polarity of the power-switch and reset-switch connectors on the mobo but with no joy. All the power cables appear to be secure.

E6300 (with Freezer 7 Pro )
Gigabyte DS4
2Gb Geil PC6400
HIS X1950 Pro IceQ3
Hiper 580W Modular PSU
Terratec DMX6Fire (Soundcard)*
2 SATA*
2 Opticals & 1 Floppy*

Any suggestions?

My old PSU is a 320w Antec jobbie that wouldn't stand up handling all that. Wouldn't hurt for testing purposes though I suppose... But what would be causing the PSU to do that? Surely I'm not overloading it?
 
I've got a similar problem on my brothers PC. Fans spin for a second and then stop. If I remove the 4-pin 12V ATX supply then the fans spin constantly but the PC will not post.

I think I have narrowed it down to either a bad CPU or bad motherboard.
